Colorado HEAR Now Covers Condos and Apartments

Colorado's HEAR (Home Electrification and Appliance Rebates) program expanded in late March 2026 to include condos and apartments. Previously, only single-family homes were eligible. The change opens the program to a large segment of Colorado's housing stock.

What Changed

Multi-unit dwellings are now eligible when the unit owner controls their own heating and cooling system. The key requirement is individual HVAC control. If your heating and cooling is shared with other units through a central building system, the unit is likely not eligible. If you have your own equipment, such as a wall-mounted ductless mini-split, you likely qualify.

The expansion does not cover whole-building upgrades managed by a landlord or property management company. It applies only to owner-occupied units where the individual homeowner controls the equipment.

Eligible Equipment

Ductless mini-split heat pumps are the most common qualifying equipment in condo and apartment settings. They do not require ductwork and are designed for individual unit installation. Heat pump water heaters are also eligible under the expansion.

The same income limits apply as in the single-family program. Households at or below 80% of area median income qualify for the maximum rebate. Households between 80% and 150% AMI receive partial rebates. The maximum for a qualifying cold-climate heat pump remains $8,000.

HOA Considerations

Some homeowner associations restrict exterior modifications. Installing a ductless mini-split typically requires an outdoor condenser unit mounted on an exterior wall or balcony. Check your HOA rules before applying for the rebate. A contractor familiar with condo installations can help identify compliant mounting options.

The HER (Home Energy Rebate) program for manufactured housing is a separate program with different rules. If you live in a manufactured home, ask your contractor which program applies to your situation.

How to Apply

Applications go through a HEAR-registered contractor. You cannot apply directly. The contractor submits the paperwork at the time of installation and applies the rebate to your invoice as a point-of-sale discount.
